Fareham Town Centre Regeneration Strategy

Fareham Borough Council’s acquisition of Fareham Shopping Centre created an opportunity to drive meaningful regeneration for the town’s centre. To develop a new regeneration strategy, the council partnered with RivingtonHark, and appointed Redwood to lead the public engagement and communications efforts.
Our brief was to design an intensive public engagement strategy over a tight four-month timeline. The primary objective was to gather meaningful insights from residents, businesses, and stakeholders to shape the vision.
Key priorities included reaching a broad audience and ensuring transparent community involvement. Our two-phase consultation process deployed a range of innovative tactics to maximise engagement, including workshops with officers and councillors, a coordinated press and social media campaign to drive participation, digitally-enabled questionnaires, an interactive notice board to collect public input efficiently and face to face engagement.
We were also tasked with encouraging participation from families and young people to position Fareham as Hampshire’s premier family-friendly destination. A separate community-focused initiative was therefore adopted called ‘Make Fareham Fun,’ which targeted this group through activities like a colouring-in competition and an engagement pop-up at a local community play facility.
Our approach engaged over 1,200 residents and stakeholders, offering a clear view of public sentiment. We fostered trust and community buy-in for the project before formal planning, positioning Fareham Borough Council as a proactive, resident-focused authority dedicated to revitalising the town centre to meet community aspirations.
